Navy Seeks Coatings Project Trainer

The Naval Sea Systems Command Location (NAVSEA) is looking for an industrial painting contractor who can train and equip ship personnel to carry out a coating maintenance project aboard the USS Theodore Roosevelt in Virginia.

The crew will require training, equipment and materials to remove the existing deck coverings by power-tool cleaning to bare metal (SSPC-SP 11), then to clean and prime the existing metal, install underlayment, and apply terrazzo and PRC deck coatings (approximately 1,000 square feet of each) to the nuclear aircraft carrier.

Bids for the services will be accepted Oct. 11.

Living Spaces Refurbished

Commissioned in 1986, the 1,092-foot-long USS Theodore Roosevelt (CVN71) is conducting a Refuel and Complex Overhaul (RCOH) at Huntington-Ingalls Newport News Shipyard, in Virginia. During the refitting period, the ship's living and working spaces are being refurbished.

The living quarters of the USS Theodore Roosevelt, commissioned in 1986, are being refurbished.

The spaces are being partially contracted out for repair, and those that have not been commercially contracted will need to be replaced with PRC or One Step Terrazzo by ship's force personnel from the crew of 3,200.

The Navy is thus seeking training for the crews that will be completing the required deck installation.

Project Requirements

The training is to be conducted from 7 a.m. to 3 p.m. Monday through Friday from Oct. 17 to Oct. 28.

The program must include both classroom and applied work, with an emphasis on on-the-job-training.  The training must include:

• Removal of previous decking to meet SP-11 standards:

• Priming and preparing surface for deck installation;

• Installation of underlayment;

• Installation of PRC and One Step Terrazzo;

• Removal of VCT tiles (leaving underlayment intact); and

• Application of topcoat on existing underlayment.

The contractor must demonstrate the ability to provide qualified and experienced personnel who have completed similar projects on U.S. Navy ships. The contractor must also provide materials for the training.

The Theodore Roosevelt is the fourth ship in the Nimitz class of nuclear-powered aircraft carriers. The carrier has participated in the Gulf War in 1991, Operation Allied Force in 1999, Operation Enduring Freedom in 2001/2002, and Operation Iraqi Freedom in 2003.
